This means that the focus of road operators must be on the highest degree of certainty about travelling time, on finding an optimum balance between safety and cost, and on good communications with the road user. Optimum traffic and incident management, technology which is designed to place the end-user and customer first, and an active, open approach to dealing with the environment are all elements within a successful approach.
Multidisciplinary projects like tunnels certainly also require a well-considered view about focusing the technology and operational management of infrastructure on ensuring optimum service provision to the customer within the boundary conditions laid down by the public authorities.
